Experience

Lawrence Hughes has deep experience in passenger transportation law, including in-house as general counsel, in government, and in private practice. He has a comprehensive understanding of the regulatory framework governing passenger transportation services, as well as the operations of transit routes/services throughout North America. He is regarded as a legal scholar and is also a prolific author with publications that focus on transit law.

Prior to Windels Marx, since 2006 Lawrence maintained a self-named private practice where he worked with CEOs, principals, and business leaders for various transit and other passenger transportation industry businesses to provide a broad scope of legal and planning advice and services. He also was co-counsel with the former a former chief counsel of the Federal Transit Administration on numerous projects. In addition, he provided counsel on ancillary related matters, such as bankruptcy, trademark registration, and taxation.

Lawrence has been the the general counsel of a leading national passenger motor carrier broker. Early in his career, he performed legal services and transportation planning for the NYC DOT and NYC public transportation companies.
