Experience
As a transportation lawyer, lobbyist, policymaker, advocate, and certified Roadway Safety Professional, Mr. Martinez has contributed to the development and implementation of safety initiatives such as Vision Zero, speed safety cameras, safe speed limit, expanded pedestrian right of way and more. He has demonstrated effectiveness at forging consensus and building coalitions while in the public and private sector.
Prior to Windels Marx, Mr. Martinez founded Systemic Policy Solutions, where he advised municipal leaders and stakeholders on the implementation of safer speed limits and the equitable administration of automated enforcement programs. He also was the Managing Director of PACENation, which works to promote green financing options for home owners and commercial building owners.
Mr. Martinez was a Senior Advisor to the New York City Mayor's Office of State Legislative Affairs, and Director of Traffic Operations Policy at the NYC Department of Transportation. At Transportation Alternatives, he was General Counsel and Legislative Director, where he helped win the City of New York's commitment to Vision Zero and the legislative authority to launch the City’s first speed safety camera program.

Authored
- Wrote several reports regarding NYC's automated enforcement programs, including 2017's NYC Automated Speed Enforcement Program Report. Lead author on several of NYC's Vision Zero Annual Reports, which provided a deep programmatic review of the initiative.
- Wrote and delivered testimony to the New York City Council on a number of issues, including hit and run crashes.
- Wrote the industry consensus comment letter to the Consumer Financial Protection Bureau regarding proposed regulations for Residential PACE.
